Odoo for Florida government agencies, built for open records.
Florida has hundreds of cities and well over a thousand special districts. Most are small, and most run operations on email.
We set up Odoo for Florida public agencies that need requests, work orders, and assets tracked properly, with residents served in English and Spanish.

Odoo for Florida government agencies: three places it starts.
Each situation has a part that is setup and a part that needs its own scope. We keep the two apart, so you know what you are buying.
After a storm
- What it looks like
- Debris, downed signs, and damaged facilities generate hundreds of requests in days. They arrive by phone and are tracked on paper.
- What we set up
- Tickets with categories and locations, work orders for crews, and costs recorded against the event as they are incurred.
- What needs scoping
- Reimbursement paperwork. The required formats come from the reimbursing agency, and we build exports to match.
A small district with no system
- What it looks like
- A special district has a handful of staff and a board. Requests, assets, and approvals live in one person's inbox.
- What we set up
- A modest setup: requests, assets, and approvals, with board-ready reports.
- What needs scoping
- Anything touching the district's accounting, which usually stays with its accountant.
Residents in two languages
- What it looks like
- Service request forms are in English only. Calls in Spanish go to whoever can take them.
- What we set up
- Public forms and automatic replies in both languages, with the ticket in one queue.
- What needs scoping
- Translation of ordinances, notices, and other legal text.
The services behind these, what Odoo does not do for this industry, and one piece of work followed from start to finish are on the Odoo for government agencies page.
What is different about public work in Florida.
Florida's public records law is broad, and most of what an agency writes can be requested. Local governments run an October to September fiscal year, and storm response is a recurring operational event. A system that numbers, dates, and logs every request makes all three easier. Records policy itself comes from your clerk and your attorney.
We are not legal, tax, or regulatory advisers. Requirements come from your own advisers and regulators, and we configure the system to match.
How Parameter works with a Florida organization.
Local
Parameter is a Florida company with an office in Coral Gables. We work from our own office, and we come on site when a project needs it.
English and Spanish
Our team works in both languages. Workflow reviews, training, and written guides can be in the language your staff works in.
The first conversation is free
It can be a call, an email, or an in-person meeting. When Odoo is in scope, the Odoo Assessment follows with a written Preliminary Scope within 5 business days of that conversation.

Questions from Florida government agencies.
How does Odoo fit with Florida's public records law?
Odoo keeps a dated log of who did what on each record, and documents are stored with the record. That makes responding to a request easier. Retention and exemption decisions belong to your records custodian, not to software.
Can a small district afford this?
A small setup is a small project. We scope in writing and quote for approval, so a board can decide with the number in front of it. There is no standard setup fee.
Do you work with government agencies outside Miami?
Yes. Our office is in Coral Gables, and we work with organizations across Florida, in English and Spanish. The first conversation can be a call, an email, or an in-person meeting.
Do you host Odoo?
No. Odoo runs on Odoo Online, on Odoo.sh, or on your own server, and we help you choose. The choice depends mostly on whether you need custom code.
